How to read this
Every line here is a public record: a bill a legislature filed, a rule the Federal Register published, a rate a state set. We read the trade press, all 50 statehouses, the Federal Register and the state rate files every weekday, and publish what a nursing home owner would actually act on. Most of what we read does not make it here, which is the point.
A bill that is only moving is not a law. We say which is which and we do not put odds on anything, because nobody honestly can. Position in the process is the only signal that exists, so a bill earns a mention here by having advanced past a real hurdle, never by having been filed.

Is a bill that is moving already a law?
No, and this page never blurs the two. The lanes separate what is in force, what is enacted with a known effective date, and what is moving but unpassed. We put odds on nothing.
