Every line here traces to a filing: a bill a legislature filed, a rule the Federal Register published, a rate a state set. We read the trade press, all 50 statehouses, the Federal Register and the state rate files every weekday, and publish what a nursing home owner would actually act on. Most of what we read does not make it here, which is the point.
A bill that is only moving is not a law. We say which is which and we do not put odds on anything, because nobody honestly can. Position in the process is the only signal that exists, so a bill earns a mention here by having advanced past a real hurdle, never by having been filed.
